Job Title: Portfolio Benefits Lead - Change - Counter Terrorism Policing HQ
Salary: £54,460 to £66,356 (dependent upon experience). Plus, a location allowance of £1,841 and a non-pensionable allowance of £1,000.

Job Summary
The current operational environment for the Counter Terrorism Policing Headquarters (CTPHQ) is dynamic, and CT Policing must continually respond to the threat faced, therefore change is at the heart of CT. Working within CTPHQ, the Portfolio Benefits Realisation Lead is responsible for ensuring that the changes delivered realise the anticipated benefits, and ensuring that the benefits from CT Policing Change portfolio are effectively identified and managed.
Key Tasks
The role oversees all national and London Counter Terrorism (CT) & Protective Security (PS) portfolio and programme benefits realisation. This involves maintaining an effective benefits management approach and process, enabling monitoring and realisation at all levels and liaising with senior stakeholders across change, in particular key enablers across the national and London CT & PS change portfolio to ensure a holistic approach to benefits management.
The role holder is also responsible for the provision of a centre of excellence for Benefits Realisation Management, including the provision of tools, training, guidance and quality assurance at portfolio, programme or project level across the national and London Counter Terrorism & Protective Security (CT & PS) portfolio, including both centrally managed projects and programmes and those managed at Regional level, and for the provision of specialist benefits management expertise to the CT Policing Executive and the national CT policing network.
Sitting under the team structure of the Portfolio Management Office (PfMO), the role holder acts as both the Portfolio Management and Centre of Excellence lead for Benefits Management and will:
- Lead the creation and application of portfolio standards (in developing and managing benefits realisation plans, post-implementation reviews, benefits mapping, profiling, planning and tracking, which may include facilitation of workshops and internal upskilling.)
- Drive the development of the tools, templates and guidance for benefits management at project, programme and portfolio levels.
- Own Portfolio-level benefits management controls.
- Champion best-practice standards in Benefits Management across the National CT/PS Change Portfolio.
In periods of high demand there could also be a requirement to provide support to the Portfolio Planning and Resourcing Lead or the Portfolio Reporting and RAID Lead.
Vetting
This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post; with a willingness to undergo Developed Vetting (DV) once in post, if required.
Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e)) or Developed Vetting (DV) clearance and meet the nationality requirements cannot be offered the post.

- Experience of senior management within a complex change portfolio
- Experience of influencing, negotiating with, and providing challenge to director-level stakeholders
- Experience of managing a team, setting a collaborative culture, building capability and creating an environment of continuous learning
- Demonstrated experience of supporting people with limited knowledge of effective programme or project planning and portfolio resource management.
- Experience of managing suppliers and contractors, assuring quality and ensuring value for money
- Experience of facilitating groups, balancing conflicting opinions, building consensus as necessary.
- Experience of providing coaching and guidance to promote adherence to standards.
- Experience applying of the principles of benefits management, using the relevant tools and techniques across a portfolio of change.
- Demonstrated experience of providing effective challenge to support project / programme delivery
- Experience of resolving and escalating risks, issues and conflicts as necessary within a complex change portfolio
- Experience of providing deep technical expertise in the area of specialism
- Experience of setting standards in the area of specialism within a large programme or portfolio environment
- Experience of developing organisational capability in the area of specialism and experience of driving improvements to processes within to support effective decision-making.
- Experience of establishing and implementing benefits management processes within a large Programme or portfolio environment.
- Experience in applying programme and project management approaches such as MSP and PRINCE2 in a large project, programme or portfolio environment.
Desirables
- Previous experience of working in (local) government, a security agency or policing.
- A clear understanding and knowledge of CT Policing including its London (MPS), National (UK Force wide) and international responsibilities; including a clear understanding of CT Policing relationships to Government, security and intelligence agencies and legislative process including their governance arrangements desirable.
